CIVIL SERVICE
BOARD
Section 901 of the Charter of the City of Oakland establishes the Civil Service Board as the body responsible for enforcement of the City’s personnel system as established by Article IX of the Charter, Personnel Administration. Ordinance 8979, Ordinance 11777, and Section 2.02 of the Civil Service Rules describe the functions and duties of the Civil Service Board. The responsibilities of the Civil Service Board include enforcement of the Civil Service Rules; approval of the exemption of positions from the competitive service; approval of classification specifications and performing appellate duties as delineated in Ordinances 8979, 11777, the Civil Service Rules and the Personnel Rules and Procedures of the Port of Oakland.
There are seven members of the Civil Service Board who are appointed by the Mayor, subject to confirmation by a majority of the City Council. Board members serve for three year terms. The Personnel Director serves as the Secretary to the Civil Service Board. The Board is also staffed by an attorney from the Office of the City Attorney.
The Civil Service Board conducts it regular meeting on the second Thursday of every month. Meetings are usually held in Hearing Room 1 in City Hall. Meeting notices and Agenda’s are posted with other City Notices by the Office of the City Clerk. Meetings of the Board are open and provide opportunity for public comment on any agenda item and in open forum. The Board also has authority to meet in closed session pursuant to the Brown Act and the City’s Sunshine Ordinance.
