BAC OVERVIEW AND GUIDE

The Committee

Per resolution 74826, the Committee is composed of 15 members, 8 of which are appointed by each of the Councilmembers, 1 of which is appointed by the Mayor to serve as Chair. The remaining 6 positions are appointed from a list of 12 supplied by the Chamber of Commerce. 3 of these will be selected by the Mayor, 2 will be selected by The Chair of the Finance & Management Committee and 1 of which will be selected by the Chair of the Community & Economic Development Committee.

All members must be residents or taxpayers.

Members serve for 2 year terms, and may serve no more than 2 consecutive terms.

Members may be removed from the committee by the Mayor for cause (conviction of a felony, misconduct, incompetence, inattention, or more than 3 unexcused absences).

The Committee is subject to the Brown Act and Sunshine Act.

Duties and Functions

The Committee’s purpose, per Resolution 74826, is to advise the City Council on the expenditures and revenues for all general fund municipal services and development of a five-year financial plan.

The BAC must submit quarterly reports to the Finance & Management Committee, or more frequently, as directed by the Chair of the Finance & Management Committee.

Meetings

Regular meetings are held on the third Monday of the month in the Building Bridges Conference Room (City Administrator’s Office in City Hall) at 6pm.

Meeting quorum requires 8 members to be in attendance.
