The City’s Neighborhood Commercial Revitalization (NCR) Program offers a variety of programs and services to transform older neighborhood commercial areas into vital shopping districts by improving the physical and economic condition of these areas. The NCR Program utilizes the following programs: Commercial Property Façade Improvement Program, Merchant Association Assistance/Organizational Development, NCR District Plans, Main Street Program, Neighborhood Windows Project, and the Oakland Merchants Leadership Forum.
