The Construction Management Section provides construction management and inspection services for capital projects such as public street, sanitary sewer and storm drain improvements; renovation and new construction of city-owned buildings, including police stations, fire stations, libraries, museum parking facilities, park and recreation facilities; new traffic signals and street lights.

The Field Services Section provides:
- Stakeout and control for architectural and engineering projects in the capital improvement program, boundary surveys of city-owned buildings and easements and maintains the network of vertical and horizontal benchmarks and monuments as mandated by the California Public Resources Code. Private surveyors as well as city designers use these survey control networks to establish the location and elevation of properties throughout Oakland.
- The Testing Laboratory of the Construction and Field Services Division provides quality control for materials utilized in capital improvement projects. The Laboratory performs tests on soil, concrete, and asphalt. The Testing Laboratory also supports the street paving program of the Maintenance Department. These standardized tests are required by Caltrans and the federal government on our construction projects.

- The Project Management provides comprehensive project management services including budgeting, scheduling, planning and development, defining scope, coordinating design and construction activities, community engagement, and coordination with the client and other stakeholders.
- A monthly project status report is prepared by the division and is available to all agencies and departments. The division serves as the main point of contact with client agencies and departments on the majority of the City's capital improvement projects. The types of projects that the division handles include building renovations, seismic retrofits, ADA improvements, tenant improvements, and streetscape improvements.
- These projects provide direct benefits to the community in the forms of expanded or improved facilities, increased comfort and modernization of facilities, and improved access for the disabled. The Project Management Division is committed to the delivery of effective, courteous, and responsive services, and the delivery of projects in a timely and cost effective manner for the benefit of the community.

What We Do:
- Respond to Grant Opportunities for Parks and Recreational Facilities Capital Projects and Provide Administrative Tracking and Grant Reimbursement Support
- Administer over $29 million of capital grants for 46 parks and recreational facilities projects
- Plan for Future Parks Capital Projects Funding Priorities / Liaison with Parks and Recreation on Current Projects
- Manage Special Parks and Recreation Capital Projects (Studio One, Oakland Museum Renovation, Peralta Hacienda Historical Park, etc.)
- Co-ordinate the Development of Parks Projects and Contracts for Non-profit Management (Bella Vista Park, Union Point Park, Bertha Port Park, F.M. Smith Mule Repair, etc.)
- Administer Street Furniture Program/Franchise Agreement
Accomplishments in 2005 and 2006
- Facilitated Preparation of Grant Applications and wrote Staff Reports leading to award of $1,750,000 in FY 2005-06 for Raimondi Field, Leveling the Playing Field girls’ softball field renovations, Lion Creek Habitat renovation and Waterfront Trails
- Prepared Grant Status Reports to Funders
- Requested Cash Grant Reimbursements from Grantors totaling $4,497,272
- Provided full service project management for construction projects, such as Oakland Museum Building Renovation, Studio One, Willow Park, Bella Vista Park, Peralta Hacienda Historical Park, and others
- Completed construction of Bella Vista, Peralta Hacienda Historical Park, Union Point Park, and Malonga Center
- Researched and Prepared Strategy Plan/Prioritization Report and Criteria for Council, with a Comprehensive Matrix of Oakland Parks, based on OSCAR Goals & Infrastructure Priorities
- Provided design review services and coordination for non-profit managed projects, including Coliseum Gardens, Bertha Port Park, and Raimondi Fields Renovation Project

This unit oversees the implementation of construction projects funded by Measure DD, the Oakland Trust for Clean Water and Safe Parks. A $198 million bond measure passed by Oakland voters in 2002, Measure DD funds a variety of projects including historic building renovations, a 5.5 mile trail along the waterfront, reconfiguration of the streets around Lake Merritt to calm the traffic and enhance the parklands, improvement of the water quality in Lake Merritt, opening the Lake Merritt Channel to provide small boat navigation and increased water flow from the Estuary, a major sports center, creek restoration, and watershed acquisition.
