The City of Oakland has entered into an agreement with Clear Channel Adshel to install and maintain illuminated advertising bus shelters, which include litter containers installed near each bus shelter, as well as AC Transit-provided bus system information. The agreement also provides for the installation and maintenance of 22 illuminated advertising kiosks, which include city-provided information. All street furniture is required to be installed in commercial and downtown areas of the city or along bus routes in non-residential areas.

A series of meetings were held between August 12 and September 25, 2002 to obtain input from the public.
