History
In 1989, the City of Oakland was rocked by the
Loma Prieta earthquake. Even though the epicenter was 60 miles
away, the quake caused significant damage in Oakland and quickly
strained the resources of local police, firefighters and paramedics.
In response, the Oakland Fire Department Office
of Emergency Services developed CORE, an emergency preparedness
and response program to empower citizens to become more self-sufficient
in emergency and disaster situations.
The devastation and trauma of the Oakland Berkeley
Hills Firestorm of 1991 underscored the need for CORE to expand
its curriculum to include fire prevention and suppression.
CORE soon became a multi-hazard training program incorporating
preparedness and response to earthquakes, fires, severe weather,
chemical accidents and terrorism. |
