The Planning and Zoning Division is comprised of three sections: Zoning, Major Projects and Strategic Planning. The Division is responsible for processing development permits and carrying out the City's long-range planning efforts.

In recent years, the Division has processed approximately 1200 development permit applications per year; and also responded to 20,000 telephone inquires; assisted 16,000 counter visits and responded to thousands of requests for over-the-counter-review of building permits and business license certificates. Recently the Planning and Zoning Division completed a major overhaul of the City's Residential Design Review programs to create one comprehensive program. Major initiatives in the works include updating the Oakland Planning Code to be consistent with the General Plan, formulating green building guidelines, as well as, creating area plans for the Centrual Estuary, Broadway Retail Corridor and Lake Merritt BART station.
