Bidder's Special Information,
Please Note, it is anticipated that several of the City's contracting requirements will be amended/revised due to issues arising from Prop 209. As such the following "Bidder's Special Information", is partial and will be revised/ augmented in the future.On December 14, 1982, Council approved the Affirmative Action Program for the Purchasing Division, Office of General Services. Their approval provided for the implementation of the following two preferences in the evaluation of bids for supplies and equipment.
1. A 5% preference for local business enterprises.2. An Additional 5% preference for small local business enterprises.
To be considered a local and small local business enterprise, you must meet the criteria established in the Purchasing Division Operational Definition for "Local Business", approved by the Council Finance Committee on 5/29/97.
The preferences are not applied to the purchase of services only, to the purchase of professional or technical services or to Public Works type Projects.
The total preference amount will be applied against that portion of the contract being performed by the bidder.
To be considered eligible for award of a contract or Purchase Order for Supplies or equipment exceeding $5,000, the program requires bidders to complete the Statement of Certification of Compliance with affirmative Action Program, and the Vendor Questionnaire and Certification of Compliance forms. These forms must be included with your Bid.
If the award is less than $50,000, a Purchase Order will be issued immediately. If the award is more than $50,000, the contract and Purchase Order will be issued after Council approves the award.
