Right of Way Management Section
The Right of Management Section (ROWM) Consists of three Units: Special Project/ Sidewalk and Curb Ramp Capital Improvement Projects Unit; Sewer and Sidewalk Inspection and Enforcement Unit; Utilities and Telecommunication Inspection and Enforcement Unit.
ROWM is responsible for Inspection, Enforcement and Regulation of construction activities that are performed within the "Public Right of Way" to ensure compliance with the City of Oakland's Municipal Code, traffic safety, and prevailing Standard Specifications for Public Works Construction.
ROWM Core Functions include the following:
- Inspection and Enforcement of utility, telecommunication related construction activities.
- Inspection and Enforcement of sidewalk and sewer lateral construction within the public right-of-way. Activities include:
- inspection of sewer lateral replacement by private contractors;
- Investigation and abatement of Sewer and Sidewalk complaints.
- Inspection of sidewalk repairs performed by private entities(property owners, contractors etc)
- Administering and implementation of Sidewalk and Curb Ramp Capital Improvement Program.
Coordination of Utility Activities with Capital Improvement Projects.
