OPEN FORUM

At this time members of the public may speak on any item of interest within the City Planning Commission's ("CPC") or the Oakland Base Reuse Authority's ("OBRA") jurisdiction, generally subject to a three minute time limit per speaker.

JOINT PUBLIC HEARING

1. The CPC and the OBRA will convene a joint public hearing on the Oakland Army Base Area Redevelopment Plan Final EIR and Oakland Army Base Final Reuse Plan and then take action on:

  1. Certification of the Oakland Army Base Area Redevelopment Plan Final Environmental Impact Report (CPC only).
  2. Army Base Reuse Plan PC Staff ReportAttachment A
  3. Resolution adopting the Oakland Army Base Final Reuse Plan (OBRA only).
  4. Army Base Reuse Plan ResolutionArmy Base Reuse Plan Staff Report
    Attachment ACEQA Findings

At the close of the joint public hearing, the OBRA shall recess and the CPC shall consider certification of the Oakland Army Base Area Redevelopment Plan Final EIR. After the CPC has considered the certification of the Final EIR, the CPC shall adjourn. OBRA shall reconvene and consider a resolution adopting the Oakland Army Base Final Reuse Plan. After such consideration, OBRA shall adjourn. For further information contact the OBRA office at 510-238-6427.

Persons wishing to address the Planning Commission and Oakland Base Reuse Authority on the scheduled item, including Open Forum, should fill out a speaker card and give it to the Clerk prior to the convening of the meeting. Speakers are generally limited to three minutes at the discretion of the Chair.

The hearing provides opportunity for all concerned persons to speak; the hearing will normally be closed after all testimony has been heard. If you challenge a Commission or OBRA decision in court, you may be limited to issues raised at the joint public hearing or in correspondence delivered to the Zoning Division, Community and Economic Development Agency, at, or prior to, the joint public hearing.

Interested parties are encouraged to submit written material on agenda items in advance of the meeting and prior to the close of the joint public hearing on the item. To allow for distribution to the Commissioners, OBRA members, staff, and the public, 30 copies of all material should be submitted. To ensure that material is distributed to Commissioners/OBRA members, it should be received by the Commission Secretary no later than 48 hours prior to the meeting, and preferably earlier.
