Persons wishing to address the Commission on any item on the agenda, including Open Forum and Director’s Report, should fill out a speaker card and give it to the Secretary prior to the convening of the meeting or prior to 8:30 p.m. for matters scheduled to be heard after 8:30 p.m. Speakers are generally limited to two minutes at the discretion of the Chair. Applicants and appellants are generally limited to five minutes.

Agenda items will be called at the discretion of the Chair and not necessarily in the order they are listed on the agenda. However, a matter identified as an 8:30 p.m. item shall not be called until 8:30 p.m. or later. The order of items will be determined under "Agenda Discussion" at the beginning of the meeting. With the exception of Open Forum, a new item will not be called after 10:15 p.m., and the meeting will adjourn no later than 10:30 p.m. unless the meeting is extended by the Chair with the consent of a majority of Commissioners present.

Staff reports for items listed on this agenda will be available by 3:00 p.m. the Wednesday, one week before the meeting, to any interested party, at the Community and Economic Development Agency, Planning and Zoning Division, 250 Frank H. Ogawa Plaza, Oakland, California 94612. Reports are available at the Strategic Planning Division on the 3rd floor (Suite 3330), which closes at 5:00 p.m.

OPEN FORUM

At this time members of the public may speak on any item of interest within the Commission's jurisdiction. Speakers are generally limited to two minutes or less if there are six or less speakers on an item, and one minute or less if there are more than six speakers.

 

 

PUBLIC HEARINGS

 

The hearing provides opportunity for all concerned persons to speak; the hearing will normally be closed after all testimony has been heard. The Commission will then vote on the matter based on the staff report and recommendation. If you wish to be notified on the decision of an agenda item, please indicate the case number and submit a self-addressed stamped envelope, for each case. If you challenge a Commission decision in court, you may be limited to issues raised at the public hearing or in correspondence delivered to the Zoning Division, Community and Economic Development Agency, at, or prior to, the public hearing.

 

Interested parties are encouraged to submit written material on agenda items in advance of the meeting and prior to the close of the public hearing on the item. Peralta Hacienda Historical Park-Master Plan Update

Proposal:

To update the Master Plan for an existing City park, and to demolish a single family home and a four-plex, both acquired by the City with the intention of park expansion, and to demolish a building located within the park used as VISTA Volunteer Center, also owned by the City. The existing Peralta House Historical Landmark located within the park will be retained. Park enhancements that provide indoor and outdoor community gathering and activity spaces, recreational areas, and exhibits and landscape improvements that reflect the history of the site will be added, as well as improved access from the upper to the lower park, new lighting, additional parking and a bus loading area.

Environmental Determination:

An Initial Study/Mitigated Negative Declaration was circulated for 30-day public review from August 16-September 16, 2002.

Historic Status:

The Peralta House plus a portion of the park containing archeological remains of two previous adobes are a local Landmark, as well as being a State Landmark and listed on the National Register of Historic Places. The remaining area of the park is not part of the designated landmark.

 

The house located at 2528 Coolidge is a Potential Designated Historic Property, preliminarily rated Dc3 by the Oakland Cultural Heritage Survey. The four-unit apartment building located at 3300 Paxton Street is rated *3 (less than 50 years old), and is therefore not considered an historic property. The building located at 2496 Coolidge Avenue is a Potential Designated Historic Property, preliminarily rated C3 by the Oakland Cultural Heritage Survey. These buildings are proposed for demolition.

The Master Plan Update was reviewed by the Landmarks Preservation Advisory Board in April and July 2002.
