The City of Oakland is creating a Specific Plan and environmental document to determine a common vision for the Oakland Central Estuary. This plan will provide a framework to support development while balancing land-use goals with environmental and economic interests. Building upon previous visioning efforts, the City of Oakland will be convening several community workshops to gather public input throughout the planning process. Your participation is essential!

UPCOMING PUBLIC HEARINGS

The feasibility of the draft Preferred Land Use Alternative and additional opportunities will be discussed at public hearings at the City’s Parks and Recreation Activity Commission, Landmarks Preservation Advisory Board, and Planning Commission.  Feedback from these bodies, as well as citizen feedback, will be incorporated into the Specific Plan. Information about these upcoming public hearings including dates, times and locations is available below in the “Schedule + Meetings” section.

 

In 1999, the City of Oakland and The Port of Oakland published the Estuary Policy Plan, a collaborative vision of the Estuary area as a vibrant, diverse destination that would redefine Oakland as a waterfront city. This planning effort was a result of community interest in the future of the waterfront. The League of Women Voters and other community organizations began publicly discussing the future of the Estuary in the early 1990s, calling for the rebirth of Oakland as a port city. The resulting planning efforts placed a strong emphasis on community benefit, focusing on increased open space and shoreline access balanced with development that would promote economic and community growth. The plan encompassed the 5 ½ miles of urban waterfront from Adeline Street to 66th Avenue, including all lands on the water side of I-880 within Port and City jurisdiction.

Now, the City of Oakland is building upon the vision provided by the Estuary Policy Plan to focus specifically on the Central Estuary Area (Project Area Map). The Oakland Central Estuary Plan will:

• Define a common vision for the Oakland Central Estuary
• Provide a framework to support development and enhancement

• Balance land-use goals with environmental, economic, quality of life and health-related interests

Community benefit is central to the planning effort. The Oakland Central Estuary Plan will develop strategies for balancing the district’s diverse interests. Be a part of the vision! (Information about Workshop #6)

 

The City of Oakland is developing a Specific Plan and environmental document that will help define a common vision for the Oakland Central Estuary. This plan will provide a framework to support development and enhancement of the area. It will balance land-use goals with the environmental, economic, quality of life and health-related interests of the community. The plan will build upon previous visioning efforts, including the 1999 Estuary Policy Plan, which was shaped around the community’s desire to see the Estuary become a diverse, multifaceted destination connecting Oakland and the bay.

In addressing access to parks and open space, transit, and other quality of life issues, the Specific Plan will also rely heavily on input and participation from the community. The City of Oakland will be convening several community workshops to gather public input throughout the planning process, and strongly urges you to attend.
