The General Plan reflects the long-range vision and policy framework to guide development for the next twenty years in the City of Oakland. The Oakland General Plan consists of a series of Elements. Completed and updated elements include the Land Use and Transportation Element, the Open Space, Conservation and Recreation Element (OSCAR), Historic Preservation Element, and the Estuary Policy Plan. The Strategic Planning Staff will be updating the three remaining State-mandated General Plan Elements: Environmental Hazards/Safety, Noise, and Housing in the coming year.
Project proposals are evaluated on their consistency with the General Plan land use policies as well as with the Oakland Planning Code (Municipal Code Title 17) and Subdivision Regulations (Municipal Code Title 16). Where conflicts arise, the City applies the General Plan policies and
land use designations.
