Blight Abatement and Community Revitalization is a program this Council supported last year with the allocation of additional staff resources to enable the City to dramatically impact the quality and livability of our neighborhoods. 15% of our budget is dedicated to this effort.

00_00087.jpg - 15043 BytesThe City Attorney’s Code Enforcement Team, consisting of attorneys, paralegals and support staff is embarking on an all out assault on crime and grime utilizing an array of civil abatement tools and remedies.
The recently adopted hotel/motel abatement ordinance will provide a mechanism for the City to monitor hotel and motels and regulate those establishments that choose to conduct their business in an inappropriate manner;

CodeProp1.gif - 36494 Bytes We will continue to provide the legal support to the ABAT program to combat public nuisances in and around liquor stores;

The City’s blight ordinance, one of the strongest in the state, provides the legal mechanism for the City to clean up blighted properties, remove abandoned and disabled vehicles and, as needed, we have the ability to demolish severely blighted structures that pose a hazard to the community.

Through our drug nuisance abatement efforts, we will work with the police services agency and Code Compliance to obtain injunctions against property owners whose properties are being used as a site for continued drug activity;

BeatFeet.gif - 225518 Bytes As you are aware, the legality of the City’s Beat Feet ordinance was successfully defended and we are actively out in the community with the police department and district attorney’s office seizing the vehicles of persons who choose to engage in vehicular drug sales and prostitution solicitation. This program has proved to be successful and it has made an impact on the neighborhoods and certainly to the individuals whose vehicles have been impounded.

CodeProp2.gif - 26349 Bytes The City’s receivership program is an innovative housing restoration program which, through a legal procedure initiated by the City Attorney’s Office, a receiver is appointed by the Court to oversee the rehabilitation and sale of blighted properties so that they can be placed back into the housing market. One graphic example of the success of this program is this before and after slide of one of our receivership properties in east Oakland.

We will also use our enhanced resources to forge stronger partnerships with our fellow law enforcement agencies, and other local jurisdictions. In addition, we will provide the community with support and resources through our efforts and through the efforts of volunteer lawyers and bar associations.
