The program budget in support of the City's Personnel Management efforts equals approximately 12% of the City Attorney's budget or the equivalent of 9 FTE's.

In addition to providing general advice and counsel on personnel and labor relations matters, we will be directly engaged in the labor negotiations for all of the City's bargaining units.

Training2.gif - 188906 Bytes An important aspect of our service, and as one of our performance measures, is conducting city-wide training programs for City associates, members of boards and commissions and, as appropriate, to the public. The staff attorneys who are experts in various areas of the law will continue to conduct training in areas such as: sexual harassment avoidance, police liability training, conflict of interest, open meeting, sunshine ordinance and public records act requirements, and due process requirements for the conduct of administrative hearings. As a State Bar certified continuing legal education provider, we develop or facilitate in-house continuing legal education for our attorney staff that meets state bar certification requirements.

Significant resources, both litigation and advisory, are committed to the representation of the City in personnel arbitrations, administrative hearings and in litigation.

Our current inventory of pending personnel matters involve allegations of sexual harassment and employment discrimination and grievance appeals and hearings before the civil service board. Personnel matters are generally very complex, time consuming and are extremely sensitive.
