June 28, 2001 City Appoints New Citizen Police Review Board Manager Oakland, CA- The Honorable Linda R. Bytof has joined the City of Oakland’s management team as Citizen Police Review Board Manager. In this position, Judge Bytof will develop policy and procedure for the Citizens Police Review Board, act as an intermediary between Oakland citizens and the Police Department, and conduct a variety of full-scale investigations relating to citizen charges and complaints. "I am pleased to announce Judge Bytof’s appointment to this important position. Her wide-ranging legal experience and her knowledge of mediation are invaluable to the city. Her extensive work in the Oakland and San Francisco communities makes her the right choice to manage the Citizen Police Review Board," said City Administrator Robert Bobb. Bytof brings a solid legal and academic background to the Review Board. She was appointed to the California State Bar in 1978 and to the United States District Court, Northern District of California in 1977. She has presided over rate hearings, complaints and investigations for the California Public Utilities Commission, and the California Department of Insurance. (more) Bytof Appointed Citizen Police Review Board Manager Page 2 June 28, 2001 Academic experience includes development, administration and evaluation of continuing education programs for the California judiciary at the Center For Judicial Education and Research in San Francisco, and five years as an adjunct professor at the John F. Kennedy School of Law in Walnut Creek. Bytof was a member of the Oakland Planning Commission from 1995-1999, including one year as the Chair. She was Vice-chair of the Board of Directors of Conciliation Forums of Oakland and is a recognized community dispute mediator. She has served as a Small Claims Court Judge Pro Tem in the Oakland Courts and as a Settlement Judge for the BASF Early Settlement Program. A graduate from the University of Wisconsin with a B.A. in Political Science, Bytof attended the University of Minnesota Law School, graduating Cum Laude. She is also a member of the Northern California Mediation Association (NCMA), California Dispute Resolution Council (CDRC), National Association of Women Judges (NAWJ), and the National Association of Administrative Law Judges (NAALJ). Judge Bytof will begin her duties as Citizen Police Review Board Manager by August 1, 2001. She will be paid an annual salary of $117,828. | |||
