Employee Relations is a unit of the City's Office of Personnel. We represent the City and provide support to City staff in matters concerning employees who are represented by labor organizations (unions). Our office is located on the 2nd floor of 150 Frank Ogawa Plaza, Oakland CA 94612.

These web pages are provided primarily as an information resource for City employees. Available reference materials include our labor contracts (MOUs) and the City's Civil Service Rules. The links below take you to the MOUs (labor agreements) for the unions that represent City employees. Click on the name of the union to see the MOUs covering employees represented by that union.

Be advised that the online MOUs are not official, and there may be errors and unintentional discrepancies between the versions here and the official, printed versions. In such cases, the printed MOU is controlling.
