Employee Assistance Program (EAP)

The Employee Assistance Program (EAP) is a free, confidential counseling and referral service to help all City of Oakland employees and their immediate family members deal with personal problems.

Services Offered

The City of Oakland EAP offers the following services:

Brief counseling

  • Crisis intervention
  • Referral to treatment resources in the community
  • Consultation to agencies and departments

To schedule an appointment or to receive information about EAP services, call the EAP office at 238-5223.


Confidential Services

EAP services are completely confidential. Anyone who receives services at the EAP is informed that information obtained cannot be disclosed to anyone outside the EAP without written consent.

To ensure that our services remain confidential, the EAP office is located at a non-City work site that is conveniently located adjacent to the 19th Street BART station in downtown Oakland. Our address is 1970 Broadway, Suite 1010.

  • Alcohol and drug dependency
  • Career development
  • Conflict with supervisors or co-workers
  • Depression or anxiety
  • Financial problems
  • Grief and loss
  • Job stress
  • Marital and family problems
  • Life transitions
