Neighborhood Stabilization Program (NSP) for Foreclosed
Properties
The City of Oakland is eligible to receive $8.25 million
from the U.S. Department of Housing and Urban Development
(HUD) to address the problem of abandoned and foreclosed
homes. To receive these funds, the City must prepare a
Substantial
Amendment to its Consolidated Plan and make the draft available
for public comment for a period of at least 15 days.
A public hearing on the draft Substantial Amendment
was held on Tuesday, November 18, 2008, at 7:00
pm
in the City Council Chambers, One City Hall Plaza, Oakland
CA 94612.

Request
for Proposals (with correction on page
5 for date of mandatory orientation meeting)
The City of Oakland is seeking proposals for
the use of NSP funds for acquisition and rehabilitation
of foreclosed single-family and multifamily properties.
Applications are due by 12:00 noon on January 29, 2009.
A mandatory orientation meeting to review the NSP RFP process
and requirements with prospective applicants was held on Wednesday, January 14,
2009 in City Hall Hearing Room 2, One Frank H. Ogawa Plaza, Oakland. The meeting
will be at 10:00 a.m. to 12:00 noon. This meeting will provide information on
the City’s employment and contracting programs, provide any updates and
answer any questions on the NSP RFP. Applicants must have attended this
session to be eligible to apply.
Funding
resources for Permanent Supportive Housing
This letter provides information for applicants - particularly those who are
seeking to do rental projects targeted to persons below 50% of median income
- on possible financial resources that can be leveraged for NSP assisted projects.
