How Funding Works
The Housing Development unit offers a variety of funding programs to affordable housing developers to increase and preserve affordable housing in the City of Oakland. Funds for these programs are available from the Redevelopment Agency’s Low and Moderate Income Housing Trust Fund and the federal government’s HOME program. Many of the programs are funded continuously – as long as funds are still available.

Funds for the Affordable Housing New Construction and Substantial Rehabilitation Loan Program (with the largest annual allocation of funds) are allocated annually in a competitive process through a Notice of Funding Availability (NOFA). The NOFA is normally published in August, with applications due in November and funding commitments approved the City Council in February or March. This allows developers to use our funds to leverage other affordable housing funds such as the low-income housing tax credit.
