Affordable Housing Loans and Grants

City of Oakland affordable housing funds come from both local and federal sources.  These funds are distributed through the programs listed below.

  • Complete List - all affordable housing loans and grants
  • Homebuyers - funds available to individuals and families purchasing a home in Oakland
  • Repair/Rehab - funds and supplies available for homeowners to repair or rehabilitate their homes. Funds are also available for accessibility modifications to rental properties.
  • Renters - funds available to individuals and families who rent in Oakland
  • Housing Development - funds for housing developers building new affordable housing in Oakland
  • Community Development - see the CDBG section for information about community and neighborhood development funding

Lending Institutions and Community Reinvestment - The Community Reinvestment Act, enacted by Congress in 1977, is intended to encourage depository institutions to help meet the credit needs of the communities in which they operate. Oakland establishes an annual estimate of citywide community credit demand. Lending goals are calculated based on the percent of Oakland deposits held by each bank. Each banks’ performance in meeting the City’s community credit goals is evaluated to determine if they have achieved their “Fair Share” community lending goals.
