2007-2014 Housing Element


Under State law, the City is required to prepare updates to the Housing Element of the General Plan. The Housing Element must include:

  • A review and assessment of the City's performance in implementing the previous Housing Element (adopted in 2004)
  • An assessment of current and future housing needs
  • An inventory of sites suitable for development of housing for all economic levels, sufficient to provide 14,629 units (based on the Regional Housing Needs Allocation for the Bay Area)
  • An inventory of finnancial and programmatic resources
  • Analysis of governmental and non-governmental constraints to meeting those needs
  • A statement of the City's goals, policies and quantified objectives for meeting its housing needs for the period 2009-2014

Environmental Review

The City is preparing an Environmental Impact Report (EIR) on the 2007 - 2014 Housing Element. There will be several opportunities for the public to review and comment on the report. The first two meetings are called "scoping sessions" and will be held as shown above under "Meetings"

The Initial Study, a part of the EIR, is now available for public review and comment. Copies may be obtained from:

  1. The City's website (click here to download the Initial Study)
  2. In person, at the offices of the Strategic Planning division, 250 Frank H. Ogawa Plaza, Suite 3315
  3. By contacting staff planner Devan Reiff at dreiff@oaklandnet.com or 510-238-3350

Public comment on the Initial Study will be accepted until October 21, 2009.
