Under State law, the City is required to prepare annual updates to the Housing Element of the General Plan. The Housing Element must include:

  • A review and assessment of the City's performance in implementing the previous Housing Element (adopted in 1992)
  • An assessment of current and future housing needs, an inventory of resources (including sites suitable for development of housing for all economic levels), and governmental and non-governmental constraints to meeting those needs.
  • A statement of the City's goals, policies and quantified objectives for meeting its housing needs for the period 1999-2006.

The City published a Draft Housing Element for public review and comment before it submitted the document to the California Housing and Community Development Department for review.

The State approved the Draft Housing Element in February 2004, and it was adopted by the City Council in June 2004. Final approval and certification of compliance by the State was received in September 2004.
