2002 Potential Affordable Housing Sites Survey


In September 2002, the City of Oakland entered into a contract with the African American Construction Workers Association (AACWA) to conduct a survey of potential affordable housing development sites. The survey was conducted from October 2002 to January 2003. The completed survey provides information on vacant/underutilized sites that seem suitable for different types of affordable housing development, ranging from single-family homes to larger scale multi-family housing.

A total of 559 sites were identified in the survey. You can view the survey results below for each Council District.

The survey provides information including zoning, size of the lot, Assessor's Parcel Number, and contact addresses and phone numbers for the property owners.

Note 1: These are NOT City-owned sites. The City does not know if the owners on the list are interested in selling the properties. If you are interested in specific sites on the list, please contact the owners directly. For information on City-owned properties, please contact Real Estate Services at (510) 238-3541.

Note 2: The Survey has not been updated since it was completed in September 2002. Please understand that there may have been changes in ownership and/or use of the site. If you find any changes or errors in the listing, please contact Eri Kameyama at (510) 238-6170.

Financial Assistance to Develop Affordable Housing: If you are interested in acquiring vacant or underutilized buildings/lots to build affordable housing developments wtih up to 20 units, you may be eligible for financing under the City's Vacant Housing Acquisition and Rehabilitation Program (VHARP).

Note: The Downtown Area (map) is excluded from this survey. In addition, most of the sites identified in the survey are located in residential areas. It doesn't include vacant sites located on major commercial corridors that seem inappropriate for affordable housing development.
