VACANT HOUSING ACQUISITION AND REHABILITATION PROGRAM (V-HARP)

The City of Oakland’s Community and Economic Development is pleased to announce the availability of gap financing for the acquisition and rehabilitation of vacant and blighted residential properties in Oakland through the Vacant Housing Acquisition and Rehabilitation Program (V-HARP). A low interest loan of up to $100,000 per affordable unit may be provided, so long as the total amount of the City’s assistance does not exceed 40% of the total development cost for the affordable units in the project.

Applicants can be non-profit and for-profit developers, contractors, and current property owners. Eligible properties include vacant lots, blighted single family homes and multifamily buildings with up to 20 units. Upon completion of the construction/rehabilitation, applicants will be required to rent or sell the units to low or moderate income households. Assisted units will be required to remain affordable for 45 years (homeownership) and 55 years (rental).

Up to $2,097,500 is currently available for this program. Applications are now being accepted on a first come, first serve basis. Please contact Housing Development staff, at (510) 238-3502, after you have reviewed the program description and application, to discuss any questions you may have.

Please note that the program has been expanded to include “vacant lots” as well as vacant, blighted residential buildings as “eligible properties”. That addition will be added to the application and program description.

Download the required Excel spreadsheets here. These files must be submitted both in paper copy and electronically, either via email to mgladman@oaklandnet.com, or on disk with your application.

To download documents so they can be saved and edited on your computer:

  • Right-click the link for the item you want
  • Select the 'Save Target As...' in Internet Explorer or select 'Save Link As...' in Netscape Navigator
  • Select 'Save' (make sure you note where you have saved it)
  • You can can now open and edit the file with the appropriate program (MS Excel, MS Word, etc.)
