Information for Developers


Developers may be interested in finding land or buildings in Oakland to buy or rehabilitate. While the Housing and Community Development Division does not manage land, you may find the following resources helpful:

  • Housing Development Loans and Grants - view detailed information and requirements for all City funds available to affordable housing developers

  • NOFA - Notice of Funding Availability for Housing Development Funds.
    The City awards funds for housing development through a competitive process. The annual NOFA is usually published in early August of each year.

  • 2002 Housing Development Sites Survey - A survey of vacant and underutilized sites within the City (excluding the Downtown Area) was conducted from October 2002 to January 2003. The survey identified 559 potential affordable housing sites.
  • Land Ownership - contact the County Assessor's office to find out more about a particular building or parcel of land

  • List of Blighted Properties - view a list of all parcels of land that the City identified as blighted

Safety and Codes - contact the Building Services Division of CEDA
