Seniors

Home Equity Conversion - The City provides fund to a non-profit organization, Eden Council for Hope and Opportunity (ECHO), to provide reverse mortgage programs services to seniors.  For more information, contact ECHO.

ECHO Home Equity Conversion Counseling Program - provides education and counseling on reverse mortgages and home equity conversion instruments to very low- to moderate-income senior homeowners.

The Center for Independent Living (CIL) - provides housing search services and housing rights counseling to Oakland's physically and mentally disabled residents. The overall objective of this program is to prevent homelessness and institutionalization of disabled persons.

Lead Safe Housing and Paint Program - free lead hazard risk assessment and painting services to qualified homeowners
