Department of Human Services (DHS)
The Department of Human Services operates several programs for seniors, as well as for adults and persons with disabilities and their families. The programs provide services that maximize self-sufficiency, safety, health, active living and independence. The programs include Oakland Paratransit for the Elderly and Disabled (OPED), Senior Centers, Senior and Disabled Adults Case Management, and Seniors and Disabled Residents Information and Referral.

DHS: Paratransit OPED
Oakland
Paratransit for the Elderly and Disabled (OPED) offers subsidized
paratransit services to residents of Oakland and Piedmont who
cannot access public transportation and are age 70 and older,
or 18 and older with a mobility disability. Taxis and wheelchair-lift
vans provide transit to medical appointments, shopping and other
activities. Application links are available on their website.
In order to qualify for Oakland's Paratransit Program, one must
also register with East Bay Paratransit Consortium.

DHS: Senior Centers
The Department of Human Services: Adult and Aging Services Division
sponsors senior centers in five locations which provide a broad
range of classes and special events, as well as free or low-cost
meals. Classes and events include yoga and swing dance classes,
blood pressure screening, instruction in tax preparation, trips,

Adults Case Management
Senior and Disabled Adults Case Management is operated
by the Department of Aging, Health, and Human Services. There
are two programs: a multi-purpose senior services program and
the Linkages Program. Both case management programs aim to assist
seniors to live independently by providing health and related
services.

Early Childhood & Family Services
Division - DHS
The Head Start program is operated by the Early Childhood &
Family Services Division of the Department of Human Services (DHS).
The child development program serves three to five year olds. Children
with disabilities are integrated into Head Start's program. For

Housing and Community Development
Division - (CEDA)
The Residential Lending and Rehabilitation Services Unit of the
Housing and Community Development Division operates the Access Improvement
Program. This program provides grants on a matching fund basis for
accessibility modifications to properties located in the City's
Community Development Districts. The city offers two Repair and
Rehabilitation Programs. The Access
Improvement Program (AIP)
for Owner-Occupied Units provides grants for accessibility modifications
to owner-occupied properties. The Access
Improvement Program (AIP) for Rental Units program provides
grants for accessibility modifications to rental properties. Housing
and Community Development is a division of the Community and Economic
Development Agency (CEDA).

Oaklanders Assistance Center
The Oaklanders Assistance Center is a division of the Mayor's Office.
The Center provides a database of city agencies and community nonprofits
that provide services to Oakland residents. Staff of the Oaklanders
Assistance Center provide information and referral about local services
and assist citizens in communicating with city agencies.

Office of Parks and Recreation
The Inclusive
Recreation Program, an inclusive programming resource center,
is operated by the Parks and Recreation Department. In 2003, the
inclusive recreation program opened the Magnet
Inclusion Annex at Arroyo Viejo Recreation Center. The Inclusive
Recreation Program coordinates several services, including: a computer
lab, a cooking class, a computer class, job readiness, and a sports
program.
