Retirement Systems administers the Police and Fire Retirement System (PFRS) and Oakland Municipal Employees' Retirement System (OMERS). PFRS and OMERS are defined benefit plans, which were created pursuant to Article 26 and 20 of the City Charter, respectively. Their purpose is to provide sound and efficient systems to ensure payment and continuity of members' retirement benefits. Each System has a governing board, which oversees the administration of the plan and the management of it's investment portfolios.
