On behalf of the Oakland Association of Realtors membership I expressed our commitment to creating affordable housing. 2-3 owner occupied units are a good way for an individual to get into the housing market. The rent control laws in Oakland are complex and require knowledge of the law and in most cases a legal review. Small owners that live in their units are not in the business of being a landlord. In most cases they have a good communication with their neighbors/tenants. We do not want the option of the 2-3 unit buildings to be eliminated by individuals that would be too intimidated by the cumbersome and difficult laws.
