URBAN AREA SECURITY INITIATIVE (UASI) GRANT:

In 2003, the Urban Area Security Initiative (UASI) grant funded five urban cities in California . Recognizing that a highly populated state like California has a number of urban areas, the U. S. Department of Homeland Security doubled to ten the number of cities selected for the 2004 UASI program.

The following urban areas (core cities) received funding through the FY 04 UASI grant:

OTHER GRANTS/ PROGRAMS:

The Department of Homeland Security awards grants through different agencies. The City of Oakland receives funding for several programs through the Federal Emergency Management Agency (FEMA). The Oakland Fire Department receives FEMA money to purchase equipment to detect and respond to Weapons of Mass Destruction (WMD) and to support the Urban Search and Rescue (USAR) Teams. Emergency Operation Plans are updated and kept current with the support of FEMA funds.

FEMA also provides the Fire Department grant funds to support the CORE (Citizens of Oakland Respond to Emergencies) program. CORE was created to train the citizens of Oakland to be better prepared in emergency situations in their communities. When emergencies occur, CORE members provide critical support to first responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site.

Through the Department of Health & Human Services , the Fire Department's Emergency Medical Services Unit receives funds to support the Metropolitan Medical Response System (MMRS). The MMRS maintains the medical equipment and supplies that will be used in the event of terrorist action.

The Oakland Police Department is able to fund a program to educate the youth on the dangers of drug use and fund a Homicide Task Force through grants from the Department of Justice .
