As recommended by IC TAP in the initial meetings with the technical group, an interoperability solution requires input from the system users. To address this, IC TAP has provided assistance to the Operational Action Team.

A three-part process; two tabletop exercises and a field exercise, will be used to identify the communication system gaps. The end result of the exercises is to provide a clear picture of which communication problems can be addressed through procedural changes or additional training, and which will be referred to the Technical Advisory Committee to address through technological means.

The first tabletop exercise was conducted on February 18, 2005. The after action report is being prepared.
