FY 2004 UASI GRANT SECURITY STRATEGY:

The security strategy was developed through a comprehensive process completed by the Urban Area Working Group (UAWG). The UAWG was created from representatives from various jurisdictions and organizations within the Oakland/Alameda County/Contra Costa County Urban Area. The disciplines represented by this group included law enforcement, fire and emergency medical services, emergency management, public works, and general government. The Membership Roster consists of 63 members sorted by jurisdiction and position title.

Before developing the strategy, the UAWG agreed on the purpose and composition of the UAWG and elected a seven-member Executive Board , consisting of UAWG members, as the approval authority.

The purpose of the security strategy is to detail the goals, objectives, and implementation steps to prevent, prepare for, mitigate, respond to, and recover from acts of terrorism. Per requirements of the Urban Area Security Initiative (UASI) grant, the objectives must provide a regional benefit.

While all the goals and objectives are important and necessary, they were prioritized as critical, high, medium, and low need. The FY 04 UASI grant will provide funding for portions of the CRITICAL and HIGH priority objectives.
