Carletta Starks
Community Liaison/Policy Analyst
Carletta Starks is the Community Liaison/Policy Analyst to Councilmember Nadel. She handles community issues and is responsible for working with residents of Adams Point, Jack London, West Oakland, Telegraph/Northgate, Richmond Blvd., Mosswood, and the Downtown areas. In addition, she works on special policy issues for Councilmember Nadel. Prior to coming to the City, Carletta was the Principal Administrative Analyst in the Division of Academic Affairs at the University of California. Carletta has a Masters in Human Resources and Organizational Development from the University of San Francisco and a Doctorate of Jurisprudence from Golden Gate University. Xiaojing Wang
Policy Analyst
Xiaojing is the Policy Analyst for Councilmember Nadel. She handles legislative affairs and staffs council committees for Councilmember Nadel. Prior to joining the District 3 office, Xiaojing served as policy analyst for the Health Initiative of the Americas at UC Berkeley and conducted research and evaluation for Bay Area non-profit organizations as a consultant. Xiaojing studied urban geography at Dartmouth College and received her Masters in Public Policy from UC Berkeley in 2004.
