Vicious/Aggressive Animals

1. It is against the law for any person to keep an animal that is a danger to people or property.
2. To report a vicious animal, call the Police Service Agencys non-emergency line at 777-3333. The call will be referred to the Agencys Animal Control Unit unless the animal is an immediate threat, in which case the Police will respond as soon as possible.
3. Animal Control tries to respond to reports of vicious animals within 24 hours.
4. If necessary, Animal Control will take the animal to the City Animal Shelter at 1101 29th Avenue.
5. If an animal is removed from private property without the owner being present, a notice will be affixed to the premises and a similar notice will be sent to the animals owner if he or she can be found.
6. Reports can be filed anonymously.
Nuisance Animals (barking)

1. It is against the law for any person to keep an animal that is a public nuisance; i.e., if it barks so often and so loudly that it disturbs the neighborhood consistently.
2. To report a nuisance animal, call the City Animal Shelter at (510) 535-5603.
3. Animal Control attempts to respond within 24 hours, but will respond as soon as possible.
4. If an animal is removed from private property and impounded without the owner being present, a notice will be affixed to the premises and a similar notice will be sent to the animals owner if he or she can be found. Reports can be filed anonymously.
Animal Abuse

If you suspect someone of being cruel to an animal, please call the Police Service Agencys non-emergency line at (510) 777-3333. If the animal is in immediate, very serious danger, call 911.
Stray Animals

1. Except for seeing eye dogs, signal dogs, service dogs, and police dogs, dogs must be on leash at all times.
2. To report a stray dog, call the Police Service Agencys non-emergency line at (510) 777-3333. Be prepared to describe the animal, and the location in which it was last seen. The call may be forwarded to the City Animal Shelter, which will respond as soon as possible, usually within the day.
3. If you suspect that the animal is dangerous, call 911.
Animal Pests (rats, insects, feral cats, etc.)

To report animal or insect pest problems (rats, insects, feral cats, etc.) call Alameda County Vector Control at (510) 567-6800. You will be instructed to answer some questions regarding the type of problem you are experiencing. A Vector Inspector will be sent to your house within two to three days to help you deal with your problem.
Dead Animals

1. The Oakland Animal Shelter deals with picking up dead animals. To report a dead animal, call the shelter at (510) 535-5603, and they will respond as soon as possible.
2. To report an animal on a state maintained roadway, call the California Highway Patrol at (510) 450-3821.
Cat Problems

1. The Oakland Animal Shelter does not pick up cats unless they are seriously injured or sick, or have bitten a human. To report a cat that needs to be captured, contact the Shelter at (510) 535-5603.
2. The Shelter recommends purchasing and applying an exterior animal repellant (such as Ropel) in areas where cats are a problem.
3. Fix Our Ferals is a free program that attempts to humanely deal with neighborhood feral cat problems. To learn about the program, call (510) 433-9446 and leave your name and number. A volunteer will return your call.
4. You can make a reservation to bring feral cats to a Fix Our Ferals clinic to be spayed or neutered. Clinics are conducted on Sundays, approximately four times per year. The cats you bring must be in traps, and you will be told where to go to pick up a loaner trap or traps.
