Parks and Recreations Shining Star Narciso Bautista is an inspiration to work for and with. He is an exceptional leader and supervisor; he personifies the qualities of an outstanding supervisor and embraces the City of Oakland’s mission, values and goals. Narciso is a great role model and he has demonstrated such by working diligently, with pride, and above all else, with respect and kindness to everyone he encounters. There is never an employee he is too busy for; he is always patient, polite, supportive, understanding and helpful. These qualifications have earned him the recognition of November’s Spotlighted Shining Star for the City of Oakland, Office of Parks and Recreation.
