Oakland ~ Bruce Cain, a University of California, Berkeley political science professor and frequent political commentator, will be the featured speaker at the Annual Oakland All-City Luncheon on April 21.

The luncheon is a fund-raiser for the League of Women Voters of Oakland, a non-partisan political organization that encourages the active and informed participation of citizens in government.

The noon luncheon will be at the Oakland Marriott City Center, 1001 Broadway.

The league will give Civic Contribution Awards to two organizations at the luncheon. One award will go to the city of Oakland's Public Ethics Commission, which investigates ethics complaints about city government and informs citizens about their right to information.

The other award will be presented to the Lake Merritt Institute, which organizes volunteers to remove trash from the lake and provides the city with expertise in managing it.

Cain's keynote address will focus on term limits, asking whether they improve the political process or not.

The public is invited to attend the luncheon. Tickets are $50 and can be purchased by calling (510) 834-7640.
