Youth Events
Events involving groups under 21 years of age.

Youth events are events with the majority of attendees comprised of 13-20 year olds. This includes but is not limited to bar mitzvahs, bat mitzvahs, quincineras, birthday parties, graduation parties, etc.

All Youth events are required to have the following:

  1. One adult for every 12-15 youths
  2. Copy of invitation submitted to the Central Reservations Unit
  3. Two uniformed security guards (licensed and bonded) for every 40 youths.
  4. Chaperone agreement must be submitted by parent(s)/guardian(s)
  5. Copy of contract from security guard company
    (Contract must be acquired prior to applying for Oakland Police Department special events permit.)
  6. Oakland Police Department special events permit

* Please note: Alcohol is strictly prohibited at any youth event. Youth events include bar mitzvahs, bat mitzvahs, quinceneras, Sweet 16 parties, 18th birthday parties, and all events involving groups under 21 years of age.
